HISTORY
In the 31st Century, in the universe containing Earth-Prime, the "Public Service" is a technological system by which parents could track and in some cases control their children or "underagers." Throughout the United Planets, a growing movement of underagers began protesting the Public Service and the cultural stagnation it brought about. The Legion of Super-Heroes developed flight rings which ,among many notable features, could negate the functionality of the Public Service.
