  A masked figure in Gotham City who kidnapped corrupt city officials and burned them to death, Nicodemus was in fact a councellor himself, Thomas Hart, who, just like the Batman, had lost his parents to a Gotham crime at an early age. When Nicodemus kidnapped the Mayor of Gotham and threatened to burn the entire city to get rid of the evil, Batman intervened and battled the madman, who managed to escape. Batman expects Nicodemus to return...
