  The police chief of St. Roch was certainly not what he seemed. Some years before coming to the city, he had gone under a different name as a police officer in Austin, Texas. He and his partner Daryll Jenkins had attempted to rape a young girl and her mother, an incident which led to the death of Officer Jenkins. Nedal fled and took up a new name, in time hiring a villain called Warwhip to dispose of the woman and her husband, although the daughter, Kendra, survived and became the heroine Hawkgirl. When Hawkgirl and Hawkman arrived in St. Roch, Nedal was forced to kill Warwhip, and after his crimes were exposed was himself killed by the Gentleman Ghost.
