  Lieutenant Maxwell P. Fisher of Chicago P.D. is a down and dirty cop who doesn't take 'no' for an answer. Right after the second Blue Beetle surfaced in Chicago, Fisher tortured Ted Kord, believing that he murdered Dan Garrett. After several threats to Ted Kord, Fisher travelled to Pago Island to investigate himself. While there, his party was killed by the villain Carapax, and Fisher was saved by Blue Beetle II. While on the island, Fisher discovered that Kord and the Beetle were one and the same. Fisher then blackmailed Kord into capturing a list of costumed supervillains. When Blue Beetle left the area, Fisher continued to protect Chicago, which he still does to this day.
