History

  An internationally significant criminal organisation, which was responsible for the cloning of Manhunter Paul Kirk and was eventually brought down by him and his allies. Under the leadership of Anatol Mykros they have slowly built themselves up again, to the point where their machinations have brought them to the attention of various members of the Justice Society on recent ocassions. Firstly, when they sent Geomancer to terrorise the African town of Kinambura, the JSA chairman, Sand, became involved. And later, Nemesis, the daughter of Council leader Anatol Mykros, when rebelling against them, enlisted the help of the women of the JSA, who were having a training session on the Amazonian island of Themyscira. It is more than likely that they will clash again, as the Council is linked to one of the Justice Society's greatest enemies, the Ultra-Humanite.
