History

  Captain Arthur Hall used to be a NYPD police captain and friend of Adrian Chase, the latter of which was also known as the Vigilante (II). Hall used to assist the Vigilante as well as the New Titans on various occasions. Later, Hall apparently started using his second name instead of 'Arthur'. As Jim Hall, he ran for the office of mayor in New York and won. Shortly thereafter, he was saved by the Titans from an assassination attempt by the villain Shockwave.
