INFORMATION First Appearance: World's Finest Comics #251 (June-July 1978)

  Vlatava was a small nation in Eastern Europe (bordering Romania, Bulgaria, and Serbia), ruled by Count Werner Vertigo, who later became the super-villain Count Vertigo. Recently, Vlatava was torn with ethnic strife between Count Vertigo's army and General Hafza's Muslim forces. The Spectre (more or less insane at the time) judged the entire country evil and destroyed it, killing every man, woman and child within its borders, except Vertigo and Hafza, now the rulers of a dead land. That was their punishment for their greed and crimes against humanity.
