Wingmen uniformThe wingmen of Thanagar are essentially the police force, with one exception. They are allowed to become judge, jury and execution all in one. Katar Hol was an ensign within the group and saw his first big action with a drop into the "downside," where the area became a flash zone. He was eventually joined as a partner of the hot-headed Shayera Thal. The combination was quite fiery, to say the least. Thal had a nasty habit of shooting first, and didn't ask questions. More often than not, because the prey was killed. Thal was an excpert shot.

The Wingmen militia (a better term to use by earth standards than police force) wore non winged helmets, which had differing vision capabilities for whatever the officer would come up against, carried Thanagarian blasters, wore heavey, protective armour coloured slate grey and had a communication relay and, of course, the wings. This group of officers was the major force of the Thanagarian people for keeping law and order. But when the Elite Hawkmen force was formed, the Wingmen were used solely for battles in which the Wingmen wouldn't have much of a chance of surviving intact. One such battle is seen in number 20, where three ranks of wingmen were sent after one man and all were defeated.
