Synopsis:

Captain Atom requests Superman's help on a government mission to capture - alive - a terrorist from Kahndaq. Captain Atom also offers Superman a job working directly with the United States government, a job Superman refuses since Luthor is president. Also on the scene are Batman, who captures the terrorist, and Major Force who has orders to kill him. Captain Atom subdues Major Force and demands answers of the President, answers which Luthor seems more than happy to give him.

Second Story: "Young Luthor in Smallville" (5 Pages)
