Synopsis:

Jim Hall, now mayor of New York, has several opponents, who hire Shockwave to kill him. Meanwhile, Jesse, accompanied by Nightwing, meets her mum's new fiancé for the first time. The other Titans hear of the attack on Hall and defeat Shockwave, discovering that he is only doing this job because Sullivan, Hall's opponent, is holding his children to ransom. The Titans and Shockwave move off to rescue his children, and the subsequent news report is seen by a group of kids who think the Titans may be able to help them.
