Comment:
The flashback in this issue shows Lex Luthor arranging for Pete Ross' father to receive a transplant. It occurs after
Lana Lang learns that Clark Kent has super-powers, but before his public debut as Superman.
Synopsis:
When he becomes President after the disappearance of Lex Luthor, Pete Ross discovers that there is a shadowy
power behind the throne in the United States, and this power warns him to stay ot of its affairs. The evidence
points to Amanda Waller's involvement, but she is behind bars, and when Superman tries to talk to her, she is under
attack from the Suicide Squad, yet still refuses to reveal who is now in charge of such operations. Later, Sarge
Steel is arrested for his involvement, but he is innocent, as Nemesis had posed as him to speak to Ross. Pete
himself pulls out of the presidential race for re-election, not wanting to get into this form of shadowy politics,
and hoping to be able to get back together with Lana. The new president, Jonathan Horne, is most surprised to
discover that he is not the ultimate authority in America...
