Batman (next in Detective Comics #657)
Synopsis:
Robin is devastated to learn that even after he has taken Bracuda down, the man cannot be charged, because there is insufficient evidence. He is able to record an incriminating telephone call, but that is inadmissible as evidence. Eventually, he realises that the only way to draw Bracuda in is with himself as bait - when he tells Batman of the plan, he returns to Gotham and comes along, incognito, to keep an eye on Robin without him knowing. The operation goes smoothly and Bracuda is soon in custody.
