Comment: The framing story of this issue is partly simultaneous with issue #7 (Striker Z's adventure in Canada).

Synopsis:

The partners of the Power Company are in constant quarrel over their different ideologies and their attitudes towards their work, and they are only held together by the calm, competent leadership of Josiah Power. Charlie Lau tests Sapphire's powers and finds out that her gem does not give her powers – it's the gem that is psychically sensitive and responds to Sapphire's thoughts, meaning she gives IT powers. Josiah Power agrees to take an assignment from BioSpheer Chemical Company. Meanwhile, Green Arrow prepares to interfer with these "corporate slimeballs". And on the Marin County beach, two more people fall under the spell of the mysterious crystal. In a flashback story, we see Green Arrow and Black Canary's first clash with the rogue Jack Spheer of BioSpheer, and with their attorney, a young Josiah Power...
