Synopsis:

Nightwing is back in Bludhaven, trying to track down Tad, to bring him for justice for the killing of Cisco Blaine, discovering as he does so that Chief Redhorn has disappeared, and the creepy Mac Arnot seems to be the chief 'corrupt guy' in the PD these days. Meanwhile, Torque continues his takeover of the Bludhaven underworld in ruthless manner.

With Oracle's help, Dick locates Tad's appartment, overpowers him and puts in a call to the police, who are desperate to find the killer. Tad swears that the next time he and Nightwing meet, then Nightwing is a dead man.
