Sand is awakened from a dream world by the Icicle and discovers that the Ultra-Humanite has been controlling the entire world for months now, with numerous powerful heroes under his control, the rest experiencing a kind of virtual reality from within hundreds of tubes. When they reach the outside world, they watch Black Lightning being attacked by some of those under the Humanite's control and are then discovered by Jakeem Thunder, who takes them to relative safety. Here they meet others who have broken free or woken up, a very few heroes who are calling themselves the new JSA.
