Synopsis:

The JSA attend the scene of a murder where the victim, super-villain Shakedown, has seemingly drowned on dry land. They also discover Batman on the scene, who tells them that Shakedown and the apparent murderer, New Wave, kidnapped a girl from Gotham City, but her parents have no money to pay a ransom and the girl is likely to be killed. He wants to pursue this alone, but when the JSA track down New Wave's likely location, he grudgingly accepts their help. On the scene, New Wave is just attempting to drown the girl; Batman and Dr Mid-Nite resuscitate her while the others deal with New Wave. Back at the headquarters, Hawkgirl makes it clear that she has no romantic feelings for either Sand or Hawkman; Black Canary leaves the team to sort out her personal life; and Wildcat is surprised to see Canary's replacement, an old colleague: Power Girl.
