Synopsis:

The Rocket Red Brigade, under another's mental control, grow more powerful in Russia and beyond. And the JLE is scattered - Green Lantern is in space, Aquaman and Power Girl are getting better acquainted in Atlantis, Elongated Man is 'accidentally' injured in Modora, and both Doctor Light and the Flash are missing, undergoing brainwashing from the same man who has gained control of the Rocket Red Brigade - Sonar.
