Comment: Story continues in the next issue (although a day or two may occur between issues).

Synopsis:

Strange things are happening in the former Soviet states, as the Rocket Red Brigade attacks the Ukraine and appears to be taking charge of Russia. However, when the League offer help, the Russian government decline the offer, saying that Justice League Europe has no jurisdiction in a nation that is not exclusively in Europe. Meanwhile, a delegation of Modorans arrive to take Elongated Man to their country and to show him and Sue the improvements they've made since he liberated them from Sonar's dictatorship. Aquaman and Power Girl leave for Atlantis to organise a diplomatic mission to Russia, and Crimson Fox meets up with Metamorpho. Later, Dmitri Pushkin (a Rocket Red and former Justice Leaguer) arrives at Barksdale castle and overpowers Flash and Doctor Light.
