Synopsis:

Wally and Linda move into their new apartment and prepare for a meal with Linda's parents, while something very odd is happening at the Rathaway mansion, with Hartley (Piper) seemingly returning to his criminal ways, possibly even killing his parents and their manservant. Wally finds himself incredibly bored by his conversation with Linda's dad, but is rescued by a disturbance at the local ice hockey game. Here he encounters Tar Pit, who appears to be made entirely from asphalt. His stickiness proves somewhat problematic, but Flash is given a temporary reprieve by the unexpected appearance of Captain Cold on the scene. Flash's momentary surprise and distraction allow Tar Pit to launch blobs of asphalt at the faces of Cold and various bystanders. Flash races for some citrus acid solvent, and Tar Pit manages to douse himself with the acid, dissolving into pieces.

Later, Chyre and Morillo (now partners) tell Flash that Tar Pit was Joey Monteleone, younger bother of Keystone's drugs baron Jacky Monteleone, the 'Candy Man'. He has a kind of astral projection ability, able to inhabit inanimate objects for a time, but seems to be stuck in the asphalt.
