Comment: This issue takes place on Mars in the 853rd century where the organization known as the Department of Extranormal Operations polices a currupt perversion of the super-heroic ideal, the black marketing of dangerous, unregulated power icons - heroic insignias that temporarily grants its wearer superhuman abilities.
