Flashbacks occur between War Games and Identity Crisis Synopsis: The Gotham streets are not what they were now that the police and the public have largely lost their trust in Batman. And his crime-fighting life is also not what it was. Orpheus and Spoiler are dead, Nightwing is injured, and most of his other allies have left Gotham. Crime, however, is on the rise once more following a brief lull after the gang war. Batman finds evidence of the Mad Hatter's involvement in a local drug ring, and this leads him to the discovery that Hatter, Killer Croc and Alexandra Kosov are all now working for the Black Mask. Batman warns Catwoman about this development and shares a brief moment of his grief and pain with her.
