Synopsis:

Sasha buys some coffee in order to help Batman with his plan to catch the Mad Hatter, while Montoya and Allen await trial for the robbery they committed under the Hatter's influence. Batman then sends Sasha out with instructions on how to broadcast feedback on all police radios, even as the Mad Hatter gleefully prepares for a night of utter chaos. In the police headquarters, Stacy attacks Commissioner Akins with a pair of scissors - when Batman makes a timely arrival on the scene, he tells the Commissioner to cut up Stacy's discount coffee card. This simple action snaps Stacy out of her madness - Batman explains that the coffee contains controllers that when ingested interact with microtechnology in the card which relays the Mad Hatter's orders. At that moment, chaos begins...hoardes of police officers causing deadly mayhem in the steets, overturning cars and attacking people at random.

Akins and Bullock bring in Hennelly and those quick response team officers not under the Hatter's influence and begin to use anti-riot tactics on their own officers. Meanwhile, the detained Allen and Montoya do what they can while incarcerated and Batman surprises the Mad Hatter at his lair only to come under attack from a squad of police officers in riot gear. Sasha Bordeaux is able to use the chaos to get into the police headquarters and do as Batman asked, by broadcasting VERY load feedback across the police radio bands, upsetting the Mad Hatter's control of the rogue officers and giving Batman and the rest of the force a chance to clear things up.

When Sasha arrives back at Wayne Manor (having had to walk since her car has been pushed into the river), she finds her boss entertaining company, in the form of one Vesper Fairchild.

Spender (first appearance; a reporter for the New York Chronicle)

Synopsis:

Bradley manages to arrange for the body of Selina Kyle to be exhumed acting on the only lead he has on the Catwoman case. Kyle apparently looked a lot like Catwoman (and may have been killed by her) and despite being murdered was buried without autopsy. The coroner warns Bradley that he's treading on ground which people don't want him going near, but the detective pursues the case further by getting all the information he can from a reporter of his acquaintance.

Later he is ambushed in an elevator and when he comes to, finds himself in a car with a gun to his head. His kidnappers' employer would like to know the results of Bradley's investigations into Selina Kyle's death, as he paid Catwoman for the hit but suspects Kyle did not die at all. That night Bradley receives a call from the coroner to tell him that although the autopsy has been shut down, he has ascertained that the corpse was definitely not that of Ms Kyle.
