Synopsis:

Firefly escapes from Blackgate, his escape largely the fault of psychologist Simpson Flanders, and joins up with Black Mask's gang, who force Gotham's other arsonist, Firebug, to quit his criminal activities. Bruce Wayne decides to support Marion Grange's mayoral campaign, on condition that James Gordon be re-instated as police commissioner if she wins, and Firefly falls in love with his next-door neighbour.
