Synopsis:

Both Batman and the police close in on the Ratcatcher, discovering him to be an ex-convict who has captured the judge, chief witness, arresting officer and prison warder whom he blames for his captivity. As they get closer, he begins to kill his prisoners, so that only Sergeant Sam Bellow survives.
