Synopsis:

Investigations confirm that Doctor Alchemy is (indirectly) responsible for the fire that injured Officer Kelly and is now mutating him into an enraged creature. The entire police force wants a way to cure Kelly and also wants the man responsible taken down. Hard. Allen and Montoya travel to Keystone City, where they are met by Detectives Chyre and Morillo. They are then taken to see Doctor Alchemy.
