Synopsis:

Thomas Hart, the man who survived Nicodemus, becomes a media darling, and is to be given the keys to the city by the mayor. However, Batman senses something is off and discovers that Hart, like him, lost his parents at an early age to Gotham crime. Nicodemus crashes the function in Hart's honour, burning him and kidnapping the mayor, whom he puts on a train filled with explosives rigged to destroy city hall. Batman is able to rescue the mayor and prevent the explosion, both men by now realising that Hart is Nicodemus - he burned another man to death at his function in order to avert suspicion. Batman and the Commissioner believe Nicodemus was serious about his desire to clean up Gotham and know he'll be back, yet another madman for Batman to face.
