Synopsis:

Scarecrow gives Gotham City two hours to declare him their god of fear, but by now both Batman and Anarky are on his tail. In time, Batman finds him and does battle, interrupted by Anarky, who wants to kill both men - eliminating the cause of Gotham's troubles at the same time as destorying one of the troubles Batman has created. However, Scarecrow uses his fear toxins to overcome both of Gotham's defenders and in order to get away, he orders Phil Herold to jump off a building. Batman ignores this and captures Scarecrow, but Anarky is able to save the boy. Batman makes it quite clear that next time they meet, Anarky will die.
