Villain:

Matatoa (also in flashback preceding issue #16)

Synopsis:

Nightwing tells Batman of his developing relationship with Oracle while Matatoa escapes from Arkham, where Nightwing had taken him. Batman and Nightwing catch up with him at a constrcution site, where Batman refuses to give in to his offer of giving Mataoa his own life so that his city can be protected forever. The battle over, and Mataoa missing, presumed not dead, Nightwing wonders how tempting this offer was to Batman, who reveals that he knows Gotham will be protected after he dies, by Nightwing. He also produces a certificate that will make Dick Grayson the lawful son and heir of Bruce Wayne, making their family bond official.
