Act One of War Games begins in Detective Comics #797
Synopsis:
Spoiler observes a gathering of Gotham's crime bosses, all summoned by a mysterious letter, and all bringing a bodyguard. Meanwhile, Batman encounters a group of Kobra terrorists - apparently the group has a new leader and have great plans. As Catwoman joins Spoiler, things turn sour between the bosses. Able Crown reaches for his cigarette lighter and the others assume he's going for his gun and a fire-fight breaks out which leaves many of them dead. Catwoman has to quit the scene, as she knows she could potentially be blamed for this, and Spoiler is desperate for some help, knowing she is way out of her depth.
